Attraction between plates of a capacitor causes attachment of plates when insulator is introduced.

The normal up and down oscillation of the capacitor plates is arrested when an insulator is inserted in between the two plates and this causes the two plates to be unable to discharge adequately and the stick together with the insulator inserted. Normal oscillation resumes when insulator is removed.
